Congress (past, present & future) participates in Social Security: All funds in the Congressional retirement fund moves to the Social Security system immediately. All future funds flow into the Social Security system, Congress participates with theAmerican people. 4. Congress can purchase their ownretirement plan just as all Americans. 5. Congress will no longer vote themselves a pay raise. Congressional pay will rise by the lowerCPI or 3%. 6. Congress looses their current health care system and participates in the same health care system as the American people. 7. Congress must equally abide in all laws they impose on the American people. 8. All contracts with past and present congressmen are void effective 1/1/11. The American people did not make this contract with congressmen, congressmen made all these contracts for themselves. Serving in Congress is an honor, not a career. The Dutch have done a masterful job controlling the flooding it's experienced since being settled because, as you've stated, the affected areas are below sea level. They've dug canals, moved dirt to make dunes and built some very impressive <a href="http://www.holland.com/uk/discoverholland/coast/waterworks/" rel="nofollow">storm surge barriers</a>. It'd be great to offer solutions like this in many areas of our country. However, what they've done wouldn't be possible here (I'll explain later). The point is that the Army Corps of Engineers knew the levees were vulnerable, but somehow never got around to shoring them up. Again, you're correct, but with a twist.The Corps did indeed know the levees weren't adequate. This is why money was appropriated to repair and update them for a number of years prior to Katrina. The fault doesn't lie with the Corps because they can't just go in and start building as they want to. And it was reported on the National Geographic Channel last night that the levees still can't handle a hurricane above category 2 five years later. There are several factors to consider. Those levees and any upgraded ones can't and won't prevent flooding every time. It just doesn't work that way. There's always a possibility that anything, no matter how well it's built, won't be adequate or may become damaged or suffer neglect, and not necessarily from the Corps. What the Journal reported showed the immense magnitude of the disaster and explained what created a catastrophe beyond anything most people in New Orleans anticipated. The real cause of the tragedy lay in the history of the city's below sea level location ? a fact that can be traced back to the city's founding. According to engineers, scientists, local officials and the accounts of nearly 90 survivors of Katrina interviewed by the Journal, the first of the three waves swept from the north out of Lake Pontchartrain. Another huge wave came across Lake Pontchartrain in the north. It sent a steel barge ramming through the Industrial Canal, a major shipping artery that cuts north to south through the city, possibly creating a breach that grew to 500 feet, letting water pour into nearby neighborhoods of the city's Ninth Ward. This country's priorities are all about making money for the super wealthy and cutting the budgets of everything else. Ahhh, if it were just that simple. Vital repairs for which a whopping $600 million had been appropriated by the federal government were stopped after residents of the Ninth Ward complained about the noise created by the repair project and sued to halt it. The money for the upgrades, or at least maintenance, were appropriated. The possibility of upgrading to a system like the Dutch have wouldn't be as likely to go over as well as you think in the good 'ol USA. I can just imagine the number of environmental impact studies, permit requirements and EPA requirements that would have to be met and paid for before the first shovel of dirt was moved. I can also imagine the delay that these would create. What would happen if another hurricane hit before these issues were settled or before the levee up grades were made? More government regulation standing in the way of doing what needs to be done if people are going to live in a flood-prone area like New Orleans. What would happen the first time the Corps stuck a dredge into the wetlands or a bulldozer started moving sand for a dune? You'd have protesters and tree huggers coming out from under every nook and cranny of the country! Liberals can't have storm surge protection and a pristine, unspoiled ecosystem. Either the poor, underprivileged liberals keep getting flooded out or the environmental liberals will have to mourn the loss of a sea oat or some marsh grass. Although liberals want to try to please everyone they just can't. This is why they'll just keep pumping good money into a city that, as it has historically, floods by either the Mississippi River, the delta lakes or a hurricane. If I were President Spud, I'd tell those folks that we'd rebuild that mud hole's levees and canals the right way, but only once more. After that, they'd be on their own because there's only so much humans can do to prevent catastrophe for people that choose to live in a place that flooding and hurricanes are so prevalent. If the state of Louisiana or private "wealthy" individuals or companies want to spend their money to occupy that city, they'd be on their own. The conditions of the storm reveal that most of the hard hit below sea level areas were slums. Well they are now including many areas above the flood water stage!! Where did the money go to clean up? Tear down the old slum and leave it? It can't be done! We the people finance through taxes it by prosecuting investigations of frauds by obtaining federal spending!! Tax payer dollars.. We are paying for these so called federal prosecutors to at least investigate fraud at this level!!? Should not have to be told to do so!! They (Prosecutors) should not be influenced by intervention or cover ups pay offs and bribery!! Can't tell me there is not enough fraud (Federal state and local) out there to go around without having to worry about a pay check!! There are many who do a good job, local and state... And many good judges who are responsible in law who have allowed many successes in breaking large organized criminal activities and political ties. I want to see actions like these in the Federal system of government where obvious fraud is potentially investigated before federal bills bills are signed. The basis for this is simple: This will mean that every elected official at the federal level, (not a bad idea for state and local) must have his private financial affairs be made open to investigation. This includes private personal unknown trust funds and if newly elected will trace your financial affairs. You will not be able make money while representing the government in congressional or presidential or while you serve as an appointed civil servant (include state and local) other than living expenses that we the people bequeath. These requirements will eliminate the thieves and politically corrupt from getting into congress either by appointment or association with criminal activity. <![CDATA[Job Losses Over Drilling Ban Fail to Materialize WASHINGTON � When the Obama administration called a halt to virtually all deepwater drilling activity in the Gulf of Mexico after the Deepwater Horizon blowout and fire in April, oil executives, economists and local officials complained that the six-month moratorium would cost thousands of jobs and billions of dollars in lost revenue. Oil supply firms went to court to have the moratorium overturned, calling it illegal and warning that it would exacerbate the nation�s economic woes, lead to oil shortages and cause an exodus of drilling rigs from the gulf to other fields around the world. Two federal courts agreed. Yet the worst of those forecasts has failed to materialize, as companies wait to see how long the moratorium will last before making critical decisions on spending cuts and layoffs. Unemployment claims related to the oil industry along the Gulf Coast have been in the hundreds, not the thousands, and while oil production from the gulf is down because of the drilling halt, supplies from the region are expected to rebound in future years. Only 2 of the 33 deepwater rigs operating in the gulf before the BP rig exploded have left for other fields. While it is too early to gauge the long-term environmental or economic effects of the release of 4.9 million barrels of oil into the gulf, it now appears that the direst predictions about the moratorium will not be borne out. Even the government�s estimate of the impact of the drilling pause � 23,000 lost jobs and $10.2 billion in economic damage � is proving to be too pessimistic. There are several reasons the suspension has not cut as deeply as anticipated. Oil companies used the enforced suspension to service and upgrade their drilling equipment, keeping shipyards and service companies busy. Drilling firms have kept most of their workers, knowing that if they let them go it will be hard to field experienced teams when the moratorium is lifted. Oil companies have shifted operations to onshore wells, saving industry jobs. And the administration has dropped repeated hints that the offshore drilling ban will be eased or removed before it is set to expire on Nov. 30. Michael R. Bromwich, the director of the Bureau of Ocean Energy Management, Regulation and Enforcement, the agency responsible for policing offshore drilling, said Monday in a letter to the presidential commission investigating the accident that it was possible that the moratorium would be lifted before Nov. 30 for certain types of rigs. Statoil has invested in a half-dozen drilling projects that are now frozen by the moratorium, including two in which it is the main operator. �We are looking at what other alternatives there are elsewhere, but I can�t predict what will come about,� Mr. Aanestad said. But he added that Statoil had not laid off any gulf workers. �Our base assumption is we will be able to resume our activities and work with our deepwater leases,� he said. The Noble Corporation, a major offshore driller, had six rigs operating in the gulf before the BP accident and has since acquired a seventh. All are now in limbo, said John Breed, a company spokesman, who added that the company was �looking at opportunities outside the United States.� But Mr. Breed said the company had not let any rig workers go so far. �Our goal has been to try to maintain the continuity of our work force, but how long that will go on we don�t know,� he said. Mr. Breed said a long moratorium would hurt not only the drillers but also the service companies that do the seismic work, the caterers who feed the thousands of rig workers and the sellers of uniforms and safety boots. The moratorium is likely to have a modest immediate effect on domestic oil production. The Energy Department projects that the moratorium will bring a decline of 120,000 barrels a day in deepwater production in 2011, but domestic daily crude oil production is still expected to increase by 30,000 barrels a day, to 5.46 million barrels. Eleven deepwater gulf projects operated by major companies like Shell, Chevron and BP that were supposed to begin operating over the next year have been delayed, meaning that 400,000 fewer barrels of oil will be produced in 2015 than originally anticipated, said Leta K. Smith, director of exploration and production trends at IHS-CERA, an energy consulting firm. But while that would represent about 7 percent of current domestic production, the probable delay in production would be at most six months to a year. �The total reserves that will eventually be produced will be the same,� Ms. Smith said. Deepwater oil drilling has played an increasingly important role in world energy markets in recent years, and that has not changed after several accidents in the waters of Australia, Britain, Mexico and the United States. Since 2006, nearly half the total oil and gas reserves added worldwide have been in deepwater areas. Six million barrels of oil a day, or 7 percent of total global production, are now produced in deepwater areas. Global deepwater oil production is expected to double by 2030. With the world becoming increasingly dependent on deepwater oil supplies, the BP spill has so far had a very limited effect on drilling around the world. Britain has stepped up inspections of offshore rigs. Brazil has announced a safety review that will take a year to complete before it makes any regulatory changes related to its fast-growing offshore drilling industry. Angola has increased inspections. But there are few signs of any slowdown in drilling. In Norway, which already has strong regulations, the BP accident at first shook the industry. An auction of about 100 offshore lots was initially postponed, but in the end, only six lots in environmentally sensitive areas were kept off limits.
